英米に伝えられた攘夷の日本（6-7-3-4）

　1951年のアメリカ上院「太平洋問題調査会に関する公聴会」でのユージン・ドゥーマンの証言から、ドゥーマンがグルーに指示されて日本に降伏を勧める文書の草案を作ったこと、それが一部を除いてほぼ全文ポツダム宣言になったことがわかりました（6-7-3-3）。彼の草案が公聴会の議事録に掲載されています。ポツダム宣言原文^（注1）とドゥーマンの草案（^（注2）, pp.733-4）を比べ、違いを検証します。現代日本語訳は「安倍首相が『読んでいない』ポツダム宣言　現代語訳だとこうなる」（2015, ^（注3））を参照してください。

合衆国-イギリス-[ソヴィエト連邦]-中国の元首による宣言草案

第1条について

• 国名の順番が違うことと、ドゥーマン草案で注記されているように、ソヴィエト連邦をカッコ付きで入れている点が違います。ドゥーマン草案は、アメリカ、イギリス、次に[ソビエト連邦の総統][the Generalissimo of the Soviet Union]と挿入され、最後に「中華民国主席」（the President of Republic of China）という順番です。ポツダム宣言ではアメリカの次に「中華民国国民政府」（the National Government of the Republic of China）が置かれ、ソヴィエト連邦は入っていません。
• もう1点の違いはドゥーマン草案が「戦争終結の機会を日本の人々に与える」となっているのに対し、ポツダム宣言では「日本に与える」となっています。それ以外は同じ字句です。

第2条について

• ドゥーマン草案では、第2条でもソヴィエト連邦が挿入されていますが、ポツダム宣言にはありません。それ以外、また、最後の文言の違い以外は全く同じです。
• ポツダム宣言では、「日本が抵抗をやめるまで」（until she ceases to resist）とされているところを、ドゥーマン草案では「日本の降伏まで」（until her capitulation）となっています。

第3条：

一字一句同じです。

第4条について

• ドゥーマン草案は2文ですが、ポツダム宣言はそれをまとめて1文にしています。ドゥーマン草案の第４条の拙訳は以下の通りです。

身勝手な軍事アドバイザーたちの知性のない計算によって日本帝国を消滅の淵に追いやった人々のリーダーシップに盲従し続けるほど、日本の人びと（原文強調）は理性に欠けているのか？ 日本人が破滅への道を歩み続けるのか、理性の道を選ぶか決定する時期が来ている。
Are the Japanese so lacking in reason that they will continue blindly to follow the leadership of those self-willed militaristic advisers whose unintelligent calculation have brought the Empire of Japan to the threshold of annihilation? The time has come for the Japanese people to decide whether to continue on to destruction or to follow the path of reason.

第7条について

• 内容はほぼ同じですが、占領対象地に関して多少異なる表現になっています。

ドゥーマン草案：我々がここに発表する基本的目的の達成が確実となるまで、日本の領土は占領される。
Japanese territory shall be occupied to the extent necessary to secure the achievement of the basic objectives we are here setting forth.

• ポツダム宣言

points in Japanese territory to be designated by the Allies shall be occupied to secure the achievement of the basic objectives we are here setting forth.
連合国軍が指定する日本領土内の諸地点は、我々が述べる基本的目的が達成されることを保証するために占領される。

一字一句同じです。

第10条

• 日本人を人種として奴隷化するつもりも、国として破滅させるつもりもないと述べた後の文章が多少違います。
• ドゥーマン草案：日本人の間にある民主的傾向は支持され、強化される。
  Democratic tendencies among the Japanese shall be supported and strengthened.
• ポツダム宣言
  The Japanese Government shall remove all obstacles to the revival and strengthening of democratic tendencies among the Japanese people.
  日本政府は日本国民の間に民主的傾向の復活と強化に障害となる全てを取り去る。

第11条

• 産業の維持に関して、ポツダム宣言の方は戦後賠償を追加し、世界貿易への参加はすぐには許さないと読める表現です。

ドゥーマン草案
日本は戦争に使用される可能性がないと決定された産業、および持久経済を生み出す産業を維持することが許される。原材料へのアクセスと平和的貿易への機会を伴う世界経済システムに参加することが許される。
Japan shall be permitted to maintain such industries as are determined to offer no potential for war but which can produce a sustaining economy and permit the Japanese to take their part in a world economic system, with access to raw materials and opportunities for peaceful trade.

• ポツダム宣言

Japan shall be permitted to maintain such industries as will sustain her economy and permit the exaction of just reparations in kind, but not those which would enable her to re-arm for war. To this end, access to, as distinguished from control of, raw materials shall be permitted. Eventually Japanese participation in world trade relations shall be permitted.
日本は国の経済を持続するための産業の維持を許される。また、正当な賠償の取り立てのために産業を維持することを許す。しかし、戦争のための再軍備戦争を可能とする産業は認めない。この目的のため、原材料の支配とは区別された入手は許される。世界貿易関係への日本の参加はやがては認められる。

第12条

• ドゥーマンが「太平洋問題調査会に関する公聴会」で証言した、立憲君主制を維持するという内容（6-7-3-3）がポツダム宣言ではそっくり削除されています。

ドゥーマン草案
連合国の占領軍は以下の目的が達成されたら、すぐに日本から撤退する。
日本国民を代表する人物が責任を持つ平和的な傾向の政府が確立し、もしその政府が日本における攻撃的軍国主義の将来の発展を不可能にする平和政策に従うという決意が本物だと、平和を愛する国民が納得し、現在の天皇家のもとに立憲君主制の政府を達成したら占領軍は撤退する。
The occupying forces of the Allies shall be withdrawn from Japan as soon as these objectives have been accomplished and there has been established beyond a doubt a peacefully inclined, responsible government of a character representative of the Japanese people. This may include a constitutional monarchy under the present dynasty if the peace-loving nations can be convinced of the genuine determination of such a government to follow policies of peace which will render impossible the future development of aggressive militarism in Japan

第13条

• ほぼ同じ文言ですが、無条件降伏を呼びかける対象が、ドゥーマン草案では「日本国民と日本で権力にある者たち」（the Japanese people and those in authority in Japan）となっていますが、ポツダム宣言では「日本政府」だけです。
